This consists of the hearings held in Winnipeg, Manitoba on 26 April 1990 from 8:35 a.m. to 11:54:53 a.m. Among the organizations and individuals appearing before the committee are the Coalition of Provincial Organizations of the Handicapped, the Unitarian Church of Winnipeg, Donald Bailey, Gary Brazzell, Joseph Sherwood, Gordon Duncan, I.H.
