In his address to a joint session of the American Congress, General Douglas MacArthur outlines his views on Asia and the Korean War.~He begins with "I stand on this rostrum with a sense of deep humility and great pride ...". He says that the issues are now global and that Asia is just as important as Europe if communism is to be stopped. The decolonization of Asia has drawn the power balance towards that area, which is interested more in material than ideological progress. Americans must help this area. The Pacific defense of America is now the eastern rim of Asia but the whole line must be held since a breach destroys it.~He feels that Formosa must therefore be held. He considers Red China to be an aggressive, imperialist nation and the Japanese, Philippine and Formosan nations to be peaceful, sound regimes, worthy for the rest of Asia to emulate.~His main topic is the Korean War and the arrival of the Red Chinese having changed it requiring "new decisions". He outlines his plans for winning the war and the unjust criticism he received from civilian circles stating that unless his method was adopted the war would be long and indecisive.~War, he says, can no longer be the method of settling disputes due to its utter destructiveness. "We must find new ways of dealing with problems", he says, "but once war starts there is no substitute for victory". He dismisses appeasement as leading to war. He sees no reason why his proposals should lead to a spread of war, since China was doing its utmost already and Russia would not dare to do anything until her strength had grown.~He lauds the brave Koreans, sums up his fifty-two years of service and concludes as "an old soldier who tried to do his duty as God gave him the light to see that duty". <40mn>
