Matthew Henry Halton, reporting from London, England, on the plan proposed by Robert Schuman, Secretary for Foreign Affairs in the French Cabinet, for the economic integration of Western Europe.~He compares the total wreckage of the Ruhr district in 1945 with the greatest built-up industrial concentration in Europe today - although people's housing is still not rebuilt from wartime rubble.~Although the Allies still control coal for the Ruhr, which will come from France and not Sweden as formerly, the coal chemistry and steel are coming back under German control and the old owners who were jailed after the war are back in control, having been "denazified" by German courts.~Britian is urging a European and North Atlantic plan rather than a European integration. He warns of the danger of a German-dominated Europe if Britain stays out of the plan and the further nightmare of German-Russian co-operation ahead. <10mn>
