Solicitor General Herb Gray, Health Minister Diane Marleau and National Revenue Minister David Anderson hold a press conference on the problem of contraband smuggling of tobacco, alcohol and firearms in Canada.~The conference is opened by the Solicitor General, whose statements are followed by comments from the Health and Revenue ministers and by questions from the press.~The second phase of the conference is opened by Norman Inkster, Commissioner of the Royal Canadian Mounted Police (RCMP), who briefs the press on the nature and scope of the smuggling problem and blames the motivation for smuggling tobacco on the price difference between legal Canadian cigarettes and Canadian "blend" cigarettes sold outside Canada and smuggled back in.~Another question period follows this phase. <59mn>
