Muldoon, Francis Creighton, 1930- : A native of Manitoba, the Honourable Francis Creighton Muldoon was educated at Public Schools and the University of Manitoba, B.A. 1952, LL.B. 1956. In 1956, he was admitted to the Manitoba Bar and Saskatchewan Bar in 1981. From 1956 to 1970, he practiced law in Winnipeg, largely in litigation, with Monnin, Grafton, Deniset & Dowhan law firm which became Grafton, Dowhan, Muldoon, Lafrenière & Walsh law firm appearing in all the Courts of Manitoba and the Supreme Court of Canada. He has been a Queen's Counsel since 1970. Francis Creighton Muldoon was appointed judge of the Federal Court of Canada (Trial Division) on July 18, 1983 and the Court Martial Appeal Court of Canada on November 17, 1983. He became Supernumerary judge in 2001. He was appointed vice-president (1977) and president of the Law Reform Commission of Canada in 1978 and president of the Manitoba Law Reform Commission from 1970 to 1977. During that time he took several positions : part-time professor in constitutional law at the University of Manitoba (1972-1973); Manitoba commissioner on Uniformity of Legislation in Canada (1971); Canadian delegate at the Commonwealth Law Reform Conference in London, England (1977); bencher of the Manitoba Law Society (1968-1971); engaged by Manitoba government to review the Toal Enquiry Commission Report on Race Relations in Brandon in 1973; member of City of Winnipeg Commission on Conflict of Interest (1976); active in criminal and civil justice, constitutional and insurance law section of the Canadian Bar Association; board member and chairman of the Children's Aid Society of Winnipeg (1970-1977); chairman of the St. Ignatius Parish School Board and Board of Management of St. Paul's College and the University of Manitoba as well as chairman of other boards in Winnipeg and Ottawa. Francis Creighton Muldoon is the author of numerous articles and contributions which have been published in Canadian Bar Journal, the Manitoba Law School Journal, the Alberta Law Review, the Canadian Bar Review, Upper Canada Law Society Gazette, "Judicial Discretion: A Median Response to Police Power in a Parliamentary Democracy" in Civil Liberties in Canada : Entering the 1980s, Butterworths, 1982 and the article entitled "The Ultimate Reality and Meaning of the Law in Canada, a Democratic, Parliamentary, Secular State with Freedom of Religion" (2003). He received the Manitoba Bar Association Award for Distinguished Service to the Legal Profession in 1987 and the Commemorative Medal for 125th Anniversary of Canadian Confederation in 1992.
