Canada. Dept. of National Defence. Management Command and Control Re-engineering Team : The Management Command and Control Re-engineering Team (MCCRT) worked from December 1994 until June 1997 to re-engineer management and administrative structures and procedures in light of Defence 2000 initiative and the expenditure reductions brought about through Programme Review I. The MCCRT was established in December 1994 with a mandate to re-engineer the DND/CF command, control and resource management structure, with emphasis on NDHQ, command and operational headquarters restructuring and downsizing. The guidance for MCCRT was found in the 1994 Defence White Paper and the 1995 Budget, with a broad mandate to reduce the resources devoted to headquarters functions, the creation of chiefs of environmental staffs and the continuance of NDHQ as a civilian/military headquarters.
