At this time, the strike was seen by many as an issue of the Trudeau government's policy of bilingualism and generated a great deal of controversy as such. In this speech however, Trudeau maintains that the issue is primarily one of safety, particularily for French-speaking pilots who never fly outside of Québec. He uses the opportunity to once again reiterate the Federal government's position on bilingualism, which he feels is still widely misunderstood.
