Canada. Dept. of Communications. Engineering Programs Branch : The Engineering Programs Branch (DGEP) was established in the mid-1980s under the Spectrum Management Sector of the Department of Communications, though its activities had previously been the responsibility of a predecessor division of the Telecommunications Regulation Branch.

The branch's responsibilities were focused on providing support to both the department and radio operators in the management of the frequency spectrum. These activities included the development of spectrum management tools (planning, technical requirements, and specifications), technical standards facilitating interconnection, and techniques for managing electromagnetic interference. It was also responsible for equipment testing, calibrating, and type-approval. They maintained a laboratory in Ottawa (Clyde Avenue Laboratory) that supported both DOC and other government, national, and international users.

Following the dissolution of DOC in the early 1990s, these activities became the responsibility of Industry Canada.

Telecommunications Regulation Branch : The Telecommunications Regulation Branch (DGTR) was created in 1969 with the formation of the Department of Communications (DOC). The branch was primarily responsible for delivering the activities of the Telecommunication Regulatory Service (TRS). This included the development of regulations and technical standards, spectrum planning, and the licensing, inspection, and monitoring of radio stations. The branch carried out its work largely via three directorates: Operations, Broadcasting Engineering, and Broadcasting Regulations.

The branch was initially part of the Operations Sector, but in 1973 was made part of the Services Sector (later the Spectrum Management and Government Telecommunications Sector). As departmental activities related to spectrum management grew in the early 1980s, the Spectrum Management Sector was created where many of the responsibilities of the branch continued in an expanded role.
