Series consists of files documenting Jim MacDonald's role as director and co-ordinator of the CLC's Social and Community Programs Department, 1970-1983, as well as some files carried over from his previous activities as secretary of the National Labour Co-operative Committee (NLCC). Major topics include: the co-operative movement, credit unions, and the NLCC; civil liberties; the environment; consumer affairs; Native employment and other issues affecting Natives; retirement; other organizations interested in social issues, such as the Canadian Council on Social Development; and broadcasting. The files contain correspondence, minutes, reports, addresses, briefs, legal papers, course outlines, class lists, questionnaire returns, notes, constitutions, publicity material, print matter, and other material.

MacDonald, Jim, 1919- : Jim MacDonald, labour leader, was born in Sydney, Nova Scotia, and became an auto mechanic in 1934, as well as a charter member of the Sydney Garage Workers Union. He served with the Royal Canadian Air Force, 1940-1945. While active in local politics and the co-operative movement, MacDonald became president of the Garage Workers Union until he was blacklisted following a strike in 1948. MacDonald was a student at St. Francis Xavier University, 1948-1951, where he was active in student co-operatives and in Extension Department Programs.

In 1951, he was appointed Canadian Congress of Labour representative in Sydney, and organized several unions in Nova Scotia. He was also a member of the CCF Provincial Council. In 1959, MacDonald became the executive secretary of the National Labour Co-operative Committee, established by the Canadian Labour Congress and the Co-operative Union of Canada to encourage closer ties between labour unions and co-operatives, in matters of credit unions, housing, health centres and consumer protection. In 1970, the co-operative housing programs of the NLCC were transferred to the newly created Co-operative Housing Foundation of Canada. MacDonald served as its executive director.

In 1970, MacDonald was appointed director of the new Social and Community Programs Department of the Canadian Labour Congress, which was responsible for a wide range of social programs dealing with poverty, minority groups, housing, consumer affairs, the environment, and several other areas of concern. He retired in 1983.
