The correspondence portion of this sub-series consists of correspondence with MPs and cabinet colleagues, and addresses key issues such as free trade, immigration, Quebec in Canada, elucides the formulation of government policy and highlights the political imperative of electioneering (preparing for elections, selling the message, etc). A run of general correspondence reflects the evolution of political thinking on issues such as Quebec, the political situation in Canada, the future role of Quebec, etc. A number of files of correspondence with the Prime Minister deal with McLean's appointment; there is an assessment of his ministerial activity, and files on his being dropped from Cabinet. The records and give inside information on the formulation of immigration policy and policy connected with the Status of Women.

McLean's speeches given in Canada reflect on his responsibility areas, on government philosophy and policy regarding immigration and women; his official speeches abroad elucidate Canada's position regarding working with the Third World to help it overcome its problems; his speeches before international and inter-governmental agencies reflect Canada's position on, and leading role in, combatting Apartheid, abuse of Human Rights and poverty in the Third World.

McLean's news releases and Report from Parliament do likewise, explaining and selling Canada's position on various troubling international issues, as well as the government's stand at home on very contentious programs and policies (GST, Free Trade, immigration, Quebec and the Constitution, etc). They also reflect how, over the period 1984-1986, McLean sought to justify the directions of policy in his department, and to explain programs which his department supported.
