Series consists of records pertaining to Mr. Benson's tenure as President of the Canadian Transport Commission (1972-1982). These records were likely some of the files that were kept in the President's office for his own or his immediate staff's quick reference. They are not complete and pertain more to the first half of his career as President. A good part of the records were the President's copies of official records of the Commission. Individual hearing files were not retained as a more complete file exists in the official rcords of the Canadian Transport Commission. In the case of committee meetings and related subject files, several of the files were compared with the official record. Where they were exact copies of the official record, they were not retained. In many cases though, the official record was incomplete, often missing complete runs of minutes. Also, some of the subject files contained the original letters or memoranda to the President and some contained documentation that had a very limited circulation, see for example volume 37 file 6, Report on international cooperation between Air Canada & CP Air, October, 1974.

This series is arranged in three blocks: President of the Canadian Transport Commission's subject files; conventions, conferences, and seminars; and, speeches. The President of the Transport Commission's subject files (Vols. 31-44) are grouped by commission or committee and subject. They include the minutes of the Canadian Transport Commission and the Transportation Council Meetings, minutes and related subject files for many of the Commission's separate committees such as the Air Transport Committee, the Railway Transport Committee, and the Water Transport Committee. The conventions, conferences and seminars (Vols. 45-58), consists of reference material relating to conventions, conferences and seminars attended by Mr. Benson while President. Speeches (Vol. 48), consists of copies of some of the speeches Mr. Benson gave as President.
