Item is a Canadian private first day cover: a souvenir pictorial envelope, in the colour pink, probably inspired by the Mulready envelopes of 1840, and printed with the text: To commemorate the inauguration of Imperial penny postage / Christmas day 1898. The envelope bears a postage stamp of the 2 cents Imperial Penny Postage issue of 1898, with a Berlin / Ont. cancellation, and is unaddressed. The reverse of the envelope is printed with the text: Entered according to Act of Parliament in the year 1898 by the Review Ptg. Co. at the Department of Agriculture.

The inscription refers to the registration of copyright, which was then the responsibility of the Minister of Agriculture. An entry in the Canada Gazette, Vol. XXXIL, Sat. December 10, 1898, p. 108 reads: 10309 "Envelope Commemorative of the Inauguration of Federal Penny Postage, Christmas Day, 1898". The Peterborough Review Printing and Publishing Co. (Ltd.), Peterborough, Ont. 3rd December, 1898.
These commemorative pictorial envelopes, found in pale blue green or in pink, with the 2 cents adhesive commemorative postage stamp, and what appear to be Berlin, Ont. cancellations of Christmas Day 1898, have been the subject of speculation. Some philatelists have written that the "Berlin" circular date stamp appearing on such items does not appear in the proof book and is not an exact match to the "Berlin" circular date stamp in use in that period. This dubious Berlin strike and the fact that many of these items are unaddressed, have led to the conjecture that such items were made after 1898 as a philatelic product, using envelope remainders, and a cancellation device in use after 1898, or one produced for this purpose.
