The focus of Cohen's speech is to analyze the reasons for the industry-wide low prices for fabricated structural steel and to put forward possible solutions to increase profits. Among the points raised by Cohen are the law of supply and demand affecting the industry, the lack of sound business practices, unreasonable volume discounts, faulty bidding procedures and inadequate cost accounting procedures. As a solution Cohen suggests that steel fabricators form a trade association to deal with problems of mutual concern.
