Fonds consists of published and unpublished articles, addresses, notes for speeches, speeches, reports, interviews, plus a videocassette and ten audio cassettes relating to the work of the Chairman of the National Parole Board. The records document the operation of this independent organization, its development over several years, and its effect on the reform of the penal system in Canada. Documentation on the relationship between the National Parole Board, politicians, and the Supreme Court (via the "gating issue") are of particular interest.

Also included in fonds is a documentary produced by Outerbridge on the history of parole in Canada, as well as interviews done by Outerbridge as part of his research into the history of the National Parole Board and the history of criminology in Canada.

Outerbridge, William Robert, 1926- : William Outerbridge was born in 1926 and educated at the Universities of Ottawa and Berkeley where he obtained a B.A., B.S.W., M.S.W., and M. Crim. He began his career as a probation and parole officer with the Ontario civil service, at a time when these programs were first being introduced and at a point when the liberal philosophy of rehabilitation of prisoners and recidivists was both new and popular. His career spans the period of passion for this belief through realisation that it did not work in all cases. Nevertheless, probation and parole became entrenched in our system, both due to a liberal philosophy as well as a desire to cut the prohibitive expenses of keeping convicted criminals in prisons. As Chairman of the National Parole Board from 1974 to 1986, Outerbridge was a key person in making decisions regarding how this organization would operate independently of the federal government and particularly of the Department of the Solicitor General. The most important instance was with the "gating" issue, wherein upon release prisoners who were thought to be dangerous were rearrested. This practise was eventually appealed to the Supreme Court and struck down.
