Commission to Inquire into the Purchase of Certain Land in the Township of Sandwich West, Ontario, Bought under the Provisions of the Veterans' Land Act (Canada) : The Commission to Inquire into the Purchase of Certain Land in the Township of Sandwich West, Ontario, Bought Under the Provisions of the Veterans' Land Act was established under Order in Council P.C. 2564, 13 April 1945, under Part I of the Inquiries Act (R.S.C., 1927, c.99) and on the recommendation of the minister of veterans affairs. The Commission was mandated to inquire into representations made to the Minister of Veterans Affairs that the purchase price paid for parts lots 3 and 4, concession 5, Township of Sandwich West, in the County of Essex, Ontario, was excessive and to inquire if the Director, Veterans' Land Act and his officials exercised reasonable care and judgement in the purchase this property that contains 79.10 acres more or less. The Commissioner was D.M. Brodie.

On or about 29 September 1944 the Director, Veterans' Land Act, purchased 79.10 acres of land from Mr. Ernest Oliver, consisting of lots 3 and 4, concession 5, Township of Sandwich West, County of Essex, Province of Ontario, for 0,000. The land was purchased for the purpose of subdividing it into suburban homesites for returned veterans and their families under the Veterans' Land Act. Shortly after the purchase, the Canadian Real Estate Board and others made representations to the Minister of Veterans Affairs, Ian A. MacKenzie, that the purchase price for the land was excessive. For example, an article in the Windsor Daily Star of 27 March 1945 referred to correspondence that S.C. Askin, President of the Canadian Real Estate Board, had with Paul Martin, Member of Parliament for Essex East, protesting that too much money had been spent on the Oliver property. Subsequently, on the recommendation of the Minister of Veterans Affairs, the Government of Canada appointed an inquiry into the subject of the purchase price for the Oliver Property in order to ascertain if the amount paid was exorbitant. Hearings of the commission were held in Windsor on 7 August to 24 August 1945. There were 62 exhibits filed with the commission. RG33-67 General Inventory

The commission's report, dated 15 February 1946, was tabled in the House of Commons on 18 March 1946 as Sessional Paper No. 127b, 1946. The report was not printed. A typewritten copy entitled "Report of Colonel D.M. Brodie Commissioner," 5 pages, is available in the Records of Parliament (RG 14, D2, Vol. 501). Researchers may view a microfiche copy of this report by consulting finding aid 33-1, Henderson # 333.
