Select Committee on the Most Effectual and Cheapest Mode of Obtaining the Publication of a Canadian Hansard : On 27 April 1874, a nine member Select Committee of Parliament was appointed to inquire into the most effectual and cheapest mode of obtaining the publication of a Canadian Hansard. The chairman of the committee was James Young.

After examining the recording systems used in Great Britain, the United States, and Australia, the Committee presented its report to the House 8 May 1874. In their report the Committee recommended that a staff consisting of a chief reporter and four others, one of whom should be a "good french reporter," to produce a "fair and accurate rendering" printed report of the proceedings and speeches of the House. The Committee's report included printing specifications and the establishment of an Managing Committee to oversee the process. Also included is an estimated analysis of the costs associated with producing a Canadian Hansard -- ,984.50 for a 60 day session. The resulting Debates became the printed verbatim record of the proceedings in the House published after each sitting, and based on the edited and corrected text of the "blues". The Debates are often identified as "Hansard" which is the name of the British family originally responsible for the transcription of the proceedings of the House of Commons in the United Kingdom. 1874 Journals of the House of Commons and a Glossary of Parliamentary Procedure House of Commons Canada (Second Edition), Published under the authority of the Clerk of the House of Commons, First Edition September 1992, Second Edition June 1997
