Canada. Royal Commission on Anthracite Coal : The Royal Commission on Anthracite Coal was established under Order in Council P.C. 1356, June 6, 1936, under Part I of the Inquiry Act (R.S.C., 1927, c.99) and on the recommendation of the Minister of Labour. The Commission was mandated to inquire into and report whether conditions prejudicial to the public exist in connection with the importation and distribution of anthracite coal in Canada, and to recommend any action necessary action to safeguard the interests of consumers. The Commissioner was Henry Marshall Tory and the Secretary was A.L. Burgess.

In 1933 an investigation was made under the Combines Investigation Act (R.S.C., 1927, c.26) into an alleged combine in the importation and distribution of British anthracite coal in Canada. Following the investigation certain corporations engaged in the coal industry were convicted under the Combines Investigation Act, and under Section 498 of the Criminal Code (R.S.C., 1927, c.36) in judgements delivered in the Quebec Court of King's Bench on 12 December 1933 and on 23 January 1935, of preventing or lessening competition unduly and to the detriment of the public, and of unduly limiting facilities for supplying and dealing in certain classes of coal and coke. Even after these convictions, representations were made by the Premier of Quebec, and others, to the effect that conditions prejudicial to the public continued to exist in connection with the distribution of anthracite coal in Canada. The federal Minister of Labour, Norman M. Rogers, considered it in the public interest that an investigation on the subject of anthracite coal be made and recommended it in a report to the Privy Council of 3 June 1936 (see Order in Council P.C. 1356, June 6, 1936).

Hearings of the Commission were held in Saint John, Halifax, Quebec City, Montreal, Ottawa and Toronto from 8 July, to 27 October 1936. RG33-21 General Inventory
