The fonds consists of records produced by Cecil Vivian Parker during his activities as a student, an economist for the Department of Agriculture, a director of Agriculture Division for the Dominion Bureau of Statistics and as a scientist. The fonds also includes personal documents and publications written by him.

Parker, Cecil Vivian, 1909-1983 : Cecil Vivian Parker was born in Togo, Sask. on 27 September 1909. He was educated in Togo, Sask. and at the University of Manitoba between 1930 (B.S.A.) and 1932 (M.A.). After his studies, Parker worked as research assistant for a research organization called "The Pioneer Problems Committee". In 1931, he worked as economist for the Economics Branch at the Dominion Department of Agriculture and, from 1942 to 1945, become the private secretary to the Right Honourable J.G. Gardiner, Minister of Agriculture. C.V. Parker joined the Canadian Wheat Board in Winnipeg as statistician and economist (1945-1947). On August 1, 1947, he was appointed director of the Agriculture Division of the Dominion Bureau Statistics (Statitics Canada). He retired in 1969 and died on January 12, 1983. During his career, he was member of Agriculture Institute of Canada, the Canadian Agricultural Economics Society, the Canadian Political Science Association, the American Farm Economics Association, the International Conference of Agricultural Economics, the Inter-American Statistical Institute and published numerous reports and articles on agriculture, for example: "Main Trends in Canadian Agriculture Since World War I", "Trade Agreements and Agriculture", "Implications of New Data-Processing Techniques".
