Sub-sub-series consists of records created and/or maintained by the Special Committee on the Review of Personnel Management and the Merit Principle. The sub-sub-series includes correspondence, briefs, survey material, drafts of the final report, working papers, responses from governments and associations, organization charts and related material.

Volume 886 is a document cabinet containing 10 original oversized charts outlining proposals for a National Staffing Council and detailed alternative models for the organization of staffing and collective bargaining activities among the Public Service Commission, the Treasury Board Secretariat and the Public Service Staff Relations Record.

Canada. Special Committee on the Review of Personnel Management and the Merit Principle : The Special Committee on the Review of Personnel Management and the Merit Principle was created on 4 February 1977. Mr. Guy D'Avignon was nominated Chairman of this Committee and published his report in November 1979. The issues examined were the merit principle, appointments, promotions, appeals and redress, access of employees to training, collective bargaining and a more efficient personnel management system in the public service. This inquiry was popularly known as the D'Avignon Inquiry, named after the chairman, Mr. D'Avignon.
