Series consists of subject files from the office of Barry Carin, the Deputy Secretary for Income Support and Transfer Payments. Some of the files bear straight numeric file numbers; others have only titles. Their contents include correspondence to the Minister, memoranda and briefing notes for policy meetings such as the Cabinet Committee on Social Development, memoranda to Cabinet, policy analyses, news clippings and information on social welfare topics from Canada and the United States, as well as working notes.

Deputy Secretary for Income Support and Transfer Payments : The Income Support and Transfer Payments Branch had responsibility in three areas. The first area of responsibility was the Canada Employment and Immigration Commission for occupational training, job creation, and unemployment insurance. The branch was also responsible for direct transfers and income support programs which include public and private pensions, Family Allowance and other benefits for the family such as daycare subsidies, deductions for child care expenses, and social policy tax expenditures. Finally, the branch was responsible for intergovernmental transfers such as the Established Programs Financing for post-secondary education, and health insurance as well as the Canada Assistance Plan for social assistance and services.
