Series consists of Douglas M. Fraser's office files and reference works which he consulted as a Member (1959-1967) and Vice-Chairman of the Board (1967-1976). Most of the material relates to submissions and exhibits by various oil and gas companies to the National Energy Board, provincial agencies regulating energy and conservation, and the Federal Power Commission (the American equivalent of the NEB). There are also files (in Vols. 72-78) on petroleum and pipeline policy.

Canada. National Energy Board. Office of the Vice-Chairman : The Act establishing the National Energy Board (7-8 Eliz. II, c. 46) authorized the Governor in Council to appoint a Chairman, Vice-Chairman and five Members, all of whom were to be appointed for seven-year terms (which could be renewed). Douglas M. Fraser was one of the initial members of the National Energy Board in 1959 and served as Vice-Chairman from 1967 to 1976. Subsequent Vice-Chairmen were usually members of the Board and included C. Geoffrey Edge (1978-1980)and Ralph F. Brooks (1980-).

Fraser, Douglas M., 1918- : Douglas M. Fraser, born in 1918 at Virden, Man., received his education from the University of Manitoba, B.A., and the University of Toronto. Mr. Fraser joined the federal government in 1941 as an Assistant to the Prices statistician, Dominion Bureau of Statistics, moving on in 1943 to work as the Assistant Secretary on the Wartime Industries Control Board. Mr. Fraser resigned in 1945 to become a partner in Hehner and Fraser an Ottawa-based Consulting Economist firm. Between 1945 and 1946, he took a leave of absence to act as the Economic Advisor to the Royal Commission on Coal, also known as the Carroll Commission.

From 1948 until November 1950 Mr. Fraser served as the Assistant to the Vice-President of the Nova Scotia Research Foundation. Following that he became Chief of the Commercial Services Division of the provincial Department of Trade and Industry. In 1952 Fraser again entered the private sector to work for Trans-Canada Pipe Lines Limited where he opened and managed their Toronto office until 1955 when he joined the federal Department of Trade and Commerce, first as the Acting Associate Director of Economics Branch and later as the Director of Energy Studies Branch. In November of 1959 he was asked to join the National Energy Board becoming one of its initial members until 1968 when Mr. Fraser was appointed Vice-Chairman. In July of 1976 Douglas Fraser retired from the National Energy Board.
