Press conference held by Maureen Farrow, President, C.D. Howe Institute; Ted Carmichael, Vice President; Katie Macmillan and Robert York, Policy Analysts, to announce the release of "Ottawa's Next Agenda: Policy Review and Outlook, 1989". The C.D. Howe Institute argues that the priority economic issues for the federal government should be reducing the federal budget deficit, overhauling social programs, reforming the tax system, and helping those Canadians who will be adversely affected by the Canada-U.S. Free Trade agreement and resulting economic changes. In the long term, the Institute advocates that an effort be made to achieve multilateral trade liberalization through the General Agreement on Tariffs and Trade while continuing negotiations with the United States to broaden free trade.
