Series is composed of registry files and automated information systems related to the broad areas of Personnel Policy and Human Resources Management. Under the Public Service Modernization Act (November 2003), parts of the Human Resources Management function were transferred from the Treasury Board Secretariat to the Public Service Human Resources Management Agency of Canada, which by P.C. 2004-0854 became a separate secretariat supporting the Treasury Board as a Committee of Cabinet and its President. Portions of the activity documented in this series will eventually be documented through this separate autonomous agency. The Human Resources Management functions remaining under the jurisdiction of the Treasury Board Secretariat include: Compensation and Pay Administration, Compensation Standard Benefit Letters, Employee Entitlements and Leave, Foreign Service, Isolated Posts, Government Housing, Relocation, Travel, Labour Relations, Collective Bargaining, and Rates of Pay, Occupational Safety and Health and Pensions and benefits. Matters transfered to PSHRMAC include Classification, Employment Equity, Official Languages.

Personnel Policy and Human Resources Management : Personnel Policy and Human Resources Management functions constitutes the third major component of the general mandate of the Treasury Board for resource management within the Public Service of Canada under the Financial Administration Act. Throughout most of its existence as a separate department of government, the Treasury Board Secretariat has organized this function through one branch under the rubric of Personnel Policy. Staff Relations functions constituted a separate Branch for a period of time before being reincorporated into the larger functional branch and for a few years in the mid-1970s one Division of the Personnel Policy Branch was called Human Resources. Official Languages Policy is technically a human resource program but since the program was organizationally distinct as a separate branch or division with a segregated registry for so long, the segregated official languages registries are not found in this series. In the radical departures in approach and methodology associated with successive reorganizations of the Secretariat in the early 1990s, the Personnel Policy Branch became the even more inclusive Human Resources Policy Branch (or Sector). The Human Resources Policy Sector and its antecedents, the Personnel Policy Branch and related operational entities, are responsible for all aspects of personnel policy affecting the public service (except Staffing). Building on the legislative foundations of the Financial Administration Act and the Public Service Staff Relations Act, these large organizational units have been responsible for the planning, development, and implementation of government policies affecting the terms and conditions of employment of federal public servants, training and development, performance assessment, occupational health and safety, staff relations, compensation and benefits, human resource planning and development, classification, and employment equity. In a regime of delegated authority and reliance on enhanced accountability structures, the Branch or Sector is also responsible for monitoring and evaluating departmental programs for implementation of those policies.
