Series consists of files created and/or maintained by A.J. Hills during his career in the department. The series contains correspondence, reports and minutes of meetings concerning such topics as wages in the construction industry and industrial training programmes. A large portion of the files are devoted to Hills' involvement in the World Calendar Association (1946-1958) and background material on the League of Nations.

Hills, Arthur J., 1879-1971 : Arthur J. Hills was born at Toronto in 1879 and attended Ridley College (St. Catharines), Upper Canada College and the University of Toronto. In 1899 he joined the Canadian Northern Railway where he held the posts of General Superintendent of the Operating Department and Assistant to the President. With the Canadian National Railway system Mr. Hills was appointed Assistant to the Vice-President of the Operation and Construction Department and later Chief of Personnel. In 1940, A.J. Hills began his career in labour relations. He was appointed Chairman of the National Labor Supply Council, Chairman of the National Joint Conference Board of the Construction Industry, Special Executive Assistant to the Minister of Labor, a member of the Wartime Labor Relations Board and its successor, the Canada Labor Relations Board. A.J. Hills was the President of the International World Calendar Association, a complimentary member of the American Society of Golf Course Architects, a Vice-President of the Ottawa Branch of the Canadian Authors Association, and a member of many Toronto, Montreal and Ottawa golf, racquet and country clubs.
