The series consists of material concerning the Privy Council Office. Correspondence and briefing notes from R.G. Robertson to government officials. Some broad subject areas are the federal government structure and mandate, the role of the PCO, bilingualism, human rights legislation, the status of women, civil rights, labour issues, northern development, policies on the environment, energy, health, social welfare, cultural agencies, security and intelligence, science sector reorganization, reform in the foreign service, the Commonwealth, Constitutional reform, and events in Quebec, including implementation of the War Measures Act during the October Crisis of 1970.

The series also consists of material concerning the Federal-Provincial Relations Office. Correspondence and briefing notes from R.G. Robertson to government officials and provincial premiers. Subjects include federal government appointments and reorganization of departments, Pierre Trudeau's resignation as Leader of the Liberal Party and the defeat of the Liberal government, the McDonald Commission and related security issues, concepts of "renewed federalism" and regionalization of power, federal-provincial relations, language and separation issues in Quebec, Bill C-60, and Constitutional debates over "patriation" and the amending formula.
