This series documents Bell's university education and contributions to the P.C. Party. In University and Law School he graduated with first class honors and numerous scholarships for Law, English Constitutional Law, Federal Constitutional Law, and best all round man or woman in the graduating year. Additional prizes were awarded for interest in university affairs and public speaking abilities. He was elected/appointed to a variety of positions in student governments, clubs and associations.

The 1940s were not kind to the P.C. Party. They had last tasted political power in 1935 and would not be re-elected until 1957. Yet, it was in this period that Bell flourished, and developed into an experienced politician. Much of the P.C. Party's fortunes are documented in this series. Bell's contribution to the P.C. Party can best be summed up by a letter he wrote in 1984 to David Angus stating "I have supported [the P.C. Party] since before you were born and a party which, by personal loans at may bank, I kept financially afloat by meeting the payroll in the dismal days of the 1940s".
