Series consists of files of the International Affairs Department documenting the CLC's international activities and relations. Major topics include CLC relations with unions and labour federations in other countries; correspondence with CLC-affiliated unions, municipal labour councils, and provincial federations of labour on international issues; CLC participation in international organizations, such as the Organization for Economic Co-operation Development (and its Trade Union Advisory Committee), the International Labour Organization, and the International Labour Office; CLC affiliation with and participation in international labour federations, such as the International Confederation of Free Trade Unions and the Organizaçion Regional Interamericana de Trabajadores (ORIT), including the Cuernavaca Project undertaken by the CLC in conjunction with ORIT (sponsorship of a labour college in Mexico); international trade secretariats for specific industries, such as the International Metalworkers' Federation; Canadian government agencies and departments dealing with international issues; political, social, and human rights issues in other countries (such as apartheid in South Africa); Canadian foreign and defence policy, and related topics such as nuclear disarmament and the Law of the Sea; Canadian organizations with an international dimension, such as Oxfam and the United Nations Association in Canada; the Committee on International Affairs and other CLC standing committees; CLC conventions; inter-office correspondence; and general administrative matters. The files contain correspondence, minutes, reports, proceedings, submissions, speeches, publicity material, print matter, and other material.

Canadian Labour Congress. International Affairs Dept : The International Affairs Department has existed continuously since the founding of the CLC in 1956. The department implements CLC policies that are international in nature, establishes links and builds solidarity with the labour movement in other countries, and acts as the liaison between the CLC and several international organizations, such as the International Confederation of Free Trade Unions and its Organizacion Regional Interamericana de Trabajadores (ORIT), the International Labour Organization (ILO), the Trade Union Advisory Committee of Organization for Economic Co-operation and Development, and the Commonwealth Trade Union Council. The department's responsibilities have included: monitoring international labour, economic, and political developments; advising the CLC's officers on international matters; direct liaison with national labour organizations in other countries; international labour education and development projects; promoting awareness of and action on international issues among affiliated unions and their members; assisting affiliates with international affairs, such as appeals to the ILO; and dealing with Canadian government departments and agencies on international affairs. Kalmen Kaplansky was the first director of the International Affairs Department, serving from 1957 until 1966. He was succeeded by A.L. Hepworth (1966-1969), John Simonds (1969-1972), Romeo Maione (1973-1974), John Harker (1975-1987), and Rick Jackson (appointed 1987).

The microfilm version of these files was acquired by the National Archives separately from the originals. See Appendix "D" of finding aid MSS492 (part 1) for the details. While the originals and microfilm correspond closely, researchers should not assume that they are identical.
