Kempling, William, 1921- : Bill Kempling was elected to parliament as Progressive Conservative M.P. for Burlington in 1972, and re-elected in 1974, 1979, 1980 and 1984. He was appointed Chief Government Whip in 1979 and Chief Opposition Whip in 1980, and also served as Chairman of the Committee on Private Members' Business. In 1991, he became Parliamentary Secretary to the Minister of Employment and Immigration. Beginning in 1984, Mr. Kempling initiated a series of contacts with American legislators and lobbyists over the question of tightened U.S. controls on steel import from Canada. In 1985, he founded an all-party Steel Caucus with other M.P.s from ridings containing steel plants, and he chaired the caucus during the remainder of this parliamentary career. Mr. Kempling resigned from politics in 1993.
