Fonds consists of correspondence, invitations, reports and memoranda generated by Stoner while he was working for External Affairs, the Privy Council Office, Ministry of Transportation, Industry, Trade and Commerce, the Lambert Commission and the Restrictive Trade Practices Commission. Subject files illustrate Stoner's interests and activities.

The fonds also contains photographic portraits of O. Gerald Stoner and Hon. Jean Marchand.

Stoner, Gerald, 1922- : (Oliver) Gerald Stoner, public servant, was born on August 21, 1922 in London, Ontario to Oliver Christian and Ethel Stoner. He was educated at the University of Western Ontario from 1938-1941 and received a B.A. in economics from Queen's University in 1947. In 1941, Stoner joined the army, serving with the Canadian Armoured Corps from 1941-1945.

Stoner joined the Department of External Affairs in 1947, serving as a Second Secretary in Paris from 1950-1954 and as an officer responsible for the Colombo Plan and external aid from 1954-1956. He subsequently served as Chargé d'Affaires in Brussels and as the first representative of Canada to the European Economic Community and was in charge of Economic Affairs in the Department from 1959-1964.

From 1964-1967, Stoner served as the Senior Assistant Secretary of Cabinet and Assistant Clerk for the Privy Council. Stoner was promoted in 1967 and became Deputy Clerk. From 1967-1968, Stoner also served as Acting Secretary and Acting Clerk. In 1969, Stoner moved to the Ministry of Transportation, where he remained Deputy Minister until 1975, when he became Deputy Minister of Industry, Trade and Commerce. In 1977, he became a commissioner of the Federal Royal Commission on Management and Accountability (Lambert Commission). From 1979 to 1991, Stoner was the Chairman of the Restrictive Trade Practices Commission.
