Fonds consists of textual material which documents Penhale's career as an officer in the Canadian Military and which illustrates his continued involvement in military training and education after the Second World War. As such, the fonds contains correspondence both personal and official, as well as diaries, day books and newsletters which contain Penhale's personal reflections on topics such as the War and the Canadian Scholarship Trust Fund. Also included are military files and civil defence files which contain material regarding the Canadian Civil Defence College, 1911, 1913-1972.

The fonds contains photographs which document events, activities, units, and individuals associated with Penhale's military career, ca. 1903-1960.

Included in the fonds are maps and plans of Canada illustrating areas associated with Penhale's military career, 1941-1957.

The fonds contains sound recordings of radio programs, speeches, and interviews with members of the Canadian Armed Forces, in particular Major General Matthews and H.S. Penhale, about Exercise Eagle, 1949.

The fonds also contains a portrait of Penhale during Second World War, entitled, "Portrait of Matthew Penhale", by Peter Kuch; As well as a photostat of a cartoon, "Say 'Rule Britania' You Blighter", n.d.

Penhale, Matthew Howard Somers, 1895-1981 : Matthew Howard Somers Penhale, born in 1895 at Sherbrooke, Que., was educated at the Bishop's College School in Lennoxville and at the Royal Military College. He was commissioned in the Royal Canadian Artillery and joined "C" Battery, Royal Canadian Horse Artillery in 1915.

Serving overseas 1917-1918, he thereafter took staff courses both in Canada and Great Britain during the 1920s. At the outbreak of the Second World War, he was promoted to Lieutenant-Colonel and served with the Canadian Military Headquarters (C.M.H.Q.), London, 1939-1940. He was Brigadier in Command of Petawawa Camp 1940-1941, Brigadier of General Staff, C.M.H.Q., London, 1942, Brigadier of the lst Canadian Army, 1942, Commander of the 4th Infantry Brigade, 1942, and Commander of the 3rd Infantry Brigade, 1943. From 1943 to 1945, he served with the C.M.H.Q. as Deputy Chief of the General Staff both in London and Ottawa, giving particular attention to science and technology.

After the War, he coordinated plans for the evacuation of the Canadian Army Occupation Force, was promoted to Major-General, 1946, was General Officer Commanding (G.O.C.), Prairie Command, 1946-1947, and the G.O.C., Western Command, 1947-1951. He retired from the Armed Forces in 1951 and served as Director, Metropolitan Civil Defence Board in Winnipeg, 1951-1954, and as Commandant, Canadian Civil Defence College, 1954-1960. He retired in 1960.
