He began his business career as a sales engineer with Northern Electric Co. Ltd. in 1927 and stayed with the company, until the outbreak of World War II. Fulton joined the Royal Canadian Signal Corps as a lieutenant in 1939. He served in the United Kingdom, North Africa, Italy and North-West Europe, becoming the chief technical officer of the Canadian Army Overseas. He ended the war as Brigadier, Staff Duties (Weapons) attached to the Canadian Military Headquarters, London.
Fulton was discharged from the army in January, 1946 and rejoined Northern Electric as Chief Engineer, Electronics Division. He remained with Northern Electric, rising to Vice President, Administration in 1962.
