Fonds consists of a field book of Amos Lay kept during his survey of lots in Philipsburg at the request of Philip Ruiter, 1809, 45 pages; correspondence of members of the Ruiter family, 1776-1835, 1850, 10 cm; papers relating to the church, missionaries and school at St. Armand, 1800-1817, 2 cm; land papers and accounts, 1792-1822, 1844, 1849, 5 cm; and miscellaneous papers and accounts, 1785-1859, 13 cm.

Fonds also consist of 46 postal covers for the period 1793 to 1835. Covers originated from Montreal and Quebec for the most part and are addressed to Philip Ruiter, postmaster of Philipsburg from 1813 to 1820.

The fonds comprises letters from former Deputy Postmaster General: Hugh Finlay, George Heriot and Daniel Sutherland. The fonds also include accounts from the Berthier post office (pages 919-924: List of letters received in 1813) as well as Ruiter's post office account book for 1815 (pages 928-955).

Ruiter (family) : Henry Ruiter or Hendrick Ruyter (ca. 1742-1819), and his brother John (Johannes) Ruiter (ca. 1740-1797), were Loyalists from the Genesee Valley, N.Y. Henry Ruiter settled first at Caldwell's Manor in 1799, on a grant in Potton Township. John Ruiter settled on Missisquoi Bay, where he acted as agent of Thomas Dunn, seigneur of St. Armand. Philip Ruiter (ca. 1766-1820), succeeded his father, John, as agent for Thomas Dunn. At his death, Dr. Clavin May assumed the management of the estate for C.R. Cheeseman, the heir.
