Canada. Immigration Program Development : Le Programme d'immigration du gouvernement canadien gère l'entrée au Canada des immigrants et des non-immigrants en plus de faciliter l'établissement des immigrants au Canada.
Depuis la Confédération, plusieurs ministères différents au gouvernement fédéral ont assumé la responsabilité de l'immigration. De 1868 à 1892, les services canadiens d'immigration étaient sous la responsabilité du ministère de l'Agriculture. En 1892, ces services ont été transférés à la Direction de l'Immigration du ministère de l'Intérieur. Un ministère de l'Immigration et de la Colonisation, mis en place en 1917, a poursuivi le travail précédemment entrepris par le ministère de l'Intérieur. L'Immigration a été de nouveau réduite au statut de direction en 1936, dans le nouveau ministère des Mines et Ressources. Une autre restructuration, réalisée en 1950, a engendré la création du ministère de la Citoyenneté et de l'Immigration. Ce ministère avait la responsabilité de programmes variés comme l'immigration, les affaires indiennes, l'enregistrement de la citoyenneté et bon nombre d'organismes culturels fédéraux; les services d'Immigration ont demeuré, dans ce ministère, au niveau de direction.
En 1966, la relation croissante entre la politique d'emploi et la politique d'immigration a été officiellement reconnue par la création du ministère de la Main-d'ouvre et de l'Immigration. La Direction de l'Immigration a alors été transférée du ministère de la Citoyenneté et de l'Immigration vers le nouveau ministère, conservant le statut de direction.
Une autre restructuration de la responsabilité de l'immigration est survenue en 1977, lorsqu'on a créé la Commission et le ministère de l'Emploi et de l'Immigration du Canada. Les programmes d'immigration, emploi et assurance-chômage du gouvernement fédéral ont été réunis collectivement sous Emploi et Immigration Canada (EIC). EIC était alors responsable des questions d'immigration, y compris l'admission, au Canada, des visiteurs, des résidents permanents et des réfugiés. Il aidait aussi les résidents permanents et les réfugiés à s'établir au Canada.
La plus récente modification aux fonctions de l'immigration s'est produite en 1992-1993 avec la création du ministère de la Citoyenneté et de l'Immigration, ratifiée en vertu de la Loi sur le ministère de la Citoyenneté et l'Immigration de 1994 (42-43 Eliz. II, chap. 31). Ce nouveau ministère assume actuellement la responsabilité du programme d'immigration du gouvernement fédéral.
