This sub-series provides a record of the activities of Stephen Harper as a speaker. It consists of draft speeches with strikethroughs and annotations made by Harper or by his political staff such as his Executive Assistant, Ray Novak. The sub-series primarily includes speeches delivered by Stephen Harper when he was the Leader of the Opposition between 2002 and 2005. Of particular interest are the speeches given during the Conservative Party leadership race in 2004, and the 2006 and 2008 election campaigns. The sub-series also contains Harper's speeches for his first year in office as prime minister (2006).

Key speeches included in this sub-series: a speech entitled "Reform Vision of Canada", delivered by Stephen Harper as Chief Policy Officer for the Reform Party of Canada (5 April 1991); an address about the role of Canada in the Multi-National Force in Iraq (1 October 2002); a victory speech following his election as leader of the Conservative Party (20 March 2003); his addresses to the House of Commons on the two motions of no confidence against the Paul Martin Liberal government (submitted to a vote on May 10 and November 28, 2005); and victory speeches as elected Prime Minister (23 January 2006 and 14 October 2008).

The speeches cover a wide variety of topics, including: Canadian foreign policy; border security; Arctic sovereignty; the Canada-United States softwood lumber dispute; the Kyoto Protocol; economy and trade; regional development; federal government accountability; law and order; same-sex marriage and the recognition by the House that the "Québecois" form a Nation.
