The Spicer report acknowledges that if the needs of Quebec cannot be accomodated in a renewed relationship within Canada, then Québécois "may well separate themselves from the current structure and pursue their destiny independently, with or without association with what remains of Canada". Specifically, the mandate of the Citizens' Forum was as follows: "To indentify the characteristics of Canadian society which are valued by Canadians in all regions and all walks of life, and which are considered to be fundamental to the continuance and well-being of Canada; the social, economic or other challenges that are perceived by Canadians as threatening those characteristics; and the actions which Canadians think would strengthen a sense of healthy dialogue, perspective, common interests, and confidence in their ability to devise relationships based on mutual respect, equal dignity and solidarity".
