This sub-sub-series contains the correspondence received and sent by Paul Martin as the Prime Minister of Canada. This correspondence pertains to all the issues that marked his term as Prime Minister, and come from a wide variety of correspondents, from ordinary citizens to foreign heads of state, from federal and provincial parliamentarians to mayors, from liberal partisans to representatives of various lobby groups. Among the correspondents included in this sub-sub-series are David Anderson, Kofi Annan, Lloyd Axworthy, Myriam Bédard, Pat Binns, Tony Blair, Richard Branson, Ed Broadbent, Charles Bronfman, Gordon Brown, George W. Bush, Lorne Calvert, Gordon Campbell, Larry Campbell, Jean Charest, Jacques Chirac, Gary Doer, Phil Fontaine, Jim Fulton, John Hamm, John Howard, Ralph Klein, David Kilgour, Junichiro Koizumi, Jacques Lamarre, Stephen Lewis, Bernard Lord, Dalton McGuinty, Frank McKenna, David Miller, Henry Morgentaler, André Ouellet, Svend Robinson, David Suzuki, Gérald Tremblay, John Turner, Danny Williams and James Wolfensohn,

The sub-sub-series also contains the information included in CIMS (Correspondence and Issues Management System), the correspondence management and tracking system used by the Prime Minister's Office (PMO) during Paul Martin's terms from December 2003 to February 2006. This system consists of a directory and a correspondence index that contains information about the correspondents and the subject of the correspondence exchanged with the PMO. It also contains a scanned copy of incoming letters, as well as the original electronic version of the response sent to the correspondent. This represents approximately 38,500 correspondence file entries (a file generally consisting of an exchange of correspondence, including a letter received and the response) containing nearly 74,000 attachments in digital format.

(Electronic) Five finding aids were produced by extracting information from the most important tables in the CIMS database: ATTACH - attachments, FOLDERS - CIMS numbers, and CORRES - names of the correspondents. The first finding aid links the attachments to the files, the second links the correspondents' names to a unique number, and the three other finding aids link the file number to a correspondent and to a specific subject (organized by file number, by date and by the unique number associated to a correspondent's name). These finding aids can be used to complement searches in the CIMS database. (99: Closed pending processing)

The textual files in this sub-sub-series are arranged according to the order of the CIMS number assigned to each piece of correspondence.

The correspondence management and tracking system CIMS groups all the correspondence addressed to the Prime Minister's Office in a single database.

The correspondence entered into CIMS has been fully digitized. These digital versions are incorporated into the database and can be searched using the search interface. PMO staff retained paper documents of only the political priority correspondence (mainly classified as "PMC-PRIOR"), as well as a restricted portion of the correspondence addressed to the chief of staff and the non-political priority correspondence processed by the executive correspondence unit of the Privy Council Office. This explains why CIMS contains approximately 38,500 correspondence file entries (folders), whereas there are only approximately 7,800 pieces of paper correspondence (representing approximately 20% of the correspondence in CIMS). This also means that the paper correspondence retained in the Fonds and produced during these years is also in digital format in CIMS. However, the paper correspondence was retained because it consisted of original letters.
