This sub-series consists of media files (xeroxed) , briefing books, occasional correspondence and notes. It deals with the Crow's Nest Rate issue, a very sensitive matter politically for the Liberals, who were seen as insensitive to Western grain producers' calls for cheaper transportation rates for their produce. The political sensitivity of the issue is reflected in the many media monitoring files here, which collate major press commentary on this issue. There are also fat briefing books on the issue, from both Agriculture and Transport, indicating how seriously Whelan and the Liberals monitored this issue as they worked out grain transportation policy. Inter alia, one finds here the government statement on Western Transportation Policy of 1982, as well as the 1983 "Western Transportation Initiative" of the Liberal Government.
