This sub-series consists of correspondence, order-in-council, curriculum vitae and resumes, with memos and some newspaper clippings. A substantial portion of the correspondence is amongst ministers, who trade opinions at Whelan's request, or make suggestions of their own, on nominations of candidates to fill positions on various boards in the purview of the Minister of Agriculture. There are also unsolicited offers by individuals campaigning for the posts, sending in their own resumes. There are also very frank discussions and opinions of members not renewed in their posts.

The sub-series demonstrates the nature of government appointments and reflects the appointment process, in this case particularly to the significant boards under Whelan's control: Canadian Dairy Commission, Canadian Grain Commission, Farm Credit Corporation and National Farm Products Marketing Board. It also reflects on the political considerations of the ministers involved in naming individuals to such boards and agencies.
