The fonds consists of Ross W. Irwin Canadian and Newfoundland metered mail collections and research material including correspondence with some prominent philatelists of postage meter stamps, files notes on meter stamps, brochures, leaflets, press clippings, postal covers and tapes.

The fonds contains one of the most complete philatelic collection on metered mail including over 1900 postage meter stamps on postal covers and tapes of many meter companies (such as Pitney Bowes, Postalia, etc.), philatelic exhibition displays and a collection of bank seals.

The fonds is divided in two series.

Irwin, Ross W., 1921- : Ross Weston Irwin was born in Cambray (Ontario) in 1921 and moved to Oakwood (Ontario) in 1929. He enlisted in the Second World War and joined the Royal Canadian Electrical and Mechanical Engineers. He served overseas in Italy and Northwest Europe between 1942 and 1946. He graduated in 1951 from the Ontario Agricultural College and then taught at the School of Engineering, the Ontario Agriculture College and the University of Guelph. He acted also as a consultant and wrote many papers. His outstanding contributions have been recognized by many professionnal societies.He was inducted to the Ontario Agricultural Hall of Fame in 2006. He married Doreen Webster in 1949 and they have two children.

Ross Weston Irwin started to collect stamps at the age of 10 when he received his first album from an aunt. In 1956 he joined the Guelph Stamp Club and became more involed as he served as vice-president and president between 1963 and 1965. Ross Irwin turned to postal history and started in 1959 to collect postage meters. In 1976, he acquired the Lindsay MacLennan collection of postage meters.With his knowledge of the subject, he wrote and published the first Canadian Meter Postage Stamp Catalog in 1972 which is regularly improved.The 3rd edition was published in 2004. He was also a member of the Canadian Postage Meter Study Group formed in 1981 and became the editor in 1988. The study group has ceased its activities.

Ross W. Irwin also donated publications to the Canadian Postal Archives library.

Custodial history:

179 postal covers and other philatelic records and two cm of textual records (accession 1994-017 DAP) were acquired from Ross W. Irwin by the National Postal museum (NPM accession number unknown) in 1975 or 1976. They were later acquired by the Canadian Postal Archives., Six Pitney Bowes metered mail covers (accession 1992-169 DAP) were acquired from Ross W. Irwin by the National Postal Museum (NPM accession number unknown), possibly in 1979. They were later acquired by the Canadian Postal Archives (and initially included in accession 1989-565 DAP)., Most of the records of the fonds including postal covers, postal markings, prints, bank seals and textual records were given by Ross W. Irwin to Library and Archives Canada (acquisition 2007-00728-2) in 2007. Addition materials were giving by Ross Irwin in 2010 (acquisition 2010-00171-0) which contain research notes, meter stamps covers and postal markings of Newfoundland.

Besides the 71 seals, objects include 4 pairs of seals and 8 strips of seals.
