Coté in his capacity as a senior administrator in the Department of the Interior. The records included in this series were probably used by Coté in his day-to-day administrative duties. They summarize departmental procedures, policies, and authorities as they relate to the issuing of scrip to Métis residents of the North-West Territories. Some of the records also contain information relating to the grants awarded to specific families, in particular those which were awarded by R.C. Macdonald under the Manitoba and North-West Territories Commission, authorized by Order-in-Council, P.C. 1613, 13 August, 1904.Additional name(s):Biography/Administrative history:Coté, N. Omer (Narcisse Omer), 1859-1944 : N. O. Côté entered the Department of the Interior in 1879. Throughout his lengthly career as a civil servant, Narcisse O. Coté served on three separate Métis scrip commissions, and later, as the senior manager of the Land Patents Branch. He was appointed Secretary to the Royal Commission investigating and adjudicating upon half-breed claims in 1885, and became a member of the Commission in 1887. In 1900 he was named Chairman of the Royal Commission appointed to deal with half-breed claims in the district of Saskatchewan and to enquire into a report upon claims of scouts and others for their service during the North-West Rebellion of 1885. He was the author of Political Appointments and selections in the Province of Canada, 1841 to 1856 and Political Appointments, Parliaments and the Judicial Bench in the Dominion of Canada, 1867-1917. In the late 18th century in the northwest, the Métis people coalesced into a distinct nation with their own culture, traditions, and language (Michif). Their homeland extends across Manitoba, Saskatchewan, and Alberta, as well as parts of Ontario, British Columbia, the Northwest Territories and the Northern United States. Scrip certificates indicated the right of the holder to receive payment later in the form of money or land. Scrip was distributed to the Métis by the federal government of Canada in exchange for their land rights as a method of extinguishing their Aboriginal title to the land.Source of title:Title is based on the contents of the sub-series.Accruals:No further accruals are expected.Related material:Some of these records are copies of records found elsewhere in the Department of the Interior fonds. For example, other compilations by Coté can also be found in the records of the Dominion Lands Branch registry series (R190-36-2-E, RG15-D-II-1, volume 227), and the Lands Patent Branch series (R190-48-9-E, RG15-D-III-8, volumes 2114 and 2115). The compilations retained in these last three volumes were put together just before the closing of the Department of the Interior (i.e., in the late 1920s and early 1930s). They were generally assembled in response to the information requirements of the three royal commissions which were established to oversee the transfer of natural resources administration to the western provinces.
