Prior to 1975, Members of Parliament voted themselves pay increases but in that year, the Senate and House of Commons Act was ammended to provide for the establishment of an independent commission to be appointed after each federal election for that purpose (Senate and House of Commons Act, 23-24 Eliz. II, c. 44, 1975). The first such commission was appointed in 1979.
The Commission to Review Salaries and Allowances of Members of Parliament and Senators established in 1997 (Order in Council PC 1101, dated 31 July 1997) named Jean-Jacques Blais as Commissioner.
