Textual records include telephone call reports, student kits, submissions, correspondence, reports and statistics as well as executive files, press clippings, outreach programme material, and related documents. Graphic material includes a sampling of works of art submitted to the Commission by adults and schoolchildren and photographs of artworks and exhibitions featuring this artwork.Provenance:Biography/Administrative history:Citizens' Forum on Canada's Future : The Citizens' Forum on Canada's Future (the Spicer Commission) was appointed 1 November 1990 shortly after the failure of the Meech Lake Accord on the Constitution of Canada. The Forum was under the chairmanship of Keith Spicer, who was assisted by several commissioners, namely: Richard Cashin, Robert Normand, Fil Fraser, Carole Corcoran, Roger Tassé, Tom Kierns, Helena Zukowski, Susan Van De Velde and Elsie Wayne. Thérèse Paquet-Sévigy and Jack Webster were also chosen to sit on the Forum but both resigned shortly after they were appointed. They were replaced by Raymond Sirois and James Matkin. The first Executive Director was Alain Desfosses but in 1991, David Broadbent served in that capacity. In official words, part of the mandate for the Citizens' Forum was as follows: "To identify the characteristics of Canadian society which are valued by Canadians in all regions and all walks of life, and which are considered to be fundamental to the continuance and well-being of Canada; the social, economic or other challenges that are perceived by Canadians as threatening those characteristics; and the actions which Canadians think would strengthen a sense of healthy dialogue, perspective, common interest, and confidence in their ability to devise relationships based on mutual respect, equal dignity and solidarity" (Order in Council P.C. 2347, 1 November 1990. The Forum was appointed under the Inquiries Act, RSC 1985, c.I-11). In plainer words, the Forum was to get Canadians talking about vital issues such as Quebec's desire for a new relationship with the rest of Canada, aboriginal grievances, official languages, ethnic and cultural diversity, the economy and Canada's place in our changing world.
After a series of group discussions, letters, submissions, telephone calls on an "Ideas Line" and other forms of participation, the Spicer Report acknowledged that if the needs of Quebec cannot be accommodated in a renewed relationship within Canada, then Québécois "may well separate themselves from the current structure and pursue their destiny independently, or in association with what remains of Canada" (Citizen's Forum on Canada's Future: Report to the People and Government of Canada, Supply and Services Canada, Ottawa, 1991).Additional information:Source of title:Order in Council P.C. 2347, 1 Nov 1990.Accruals:Further accruals are expected.Source:GovernmentFormer archival reference no.:RG33-148Other accession no.:1997-0431 MISA -
