Sous-fonds consists of records created and maintained by the Office of the Special Representative The records include submissions from and interviews with various organizations, communities, native groups and individuals in the NWT, subject files concerning various aspects of government in the NWT and administration of the Ottawa and Yellowknife offices of the Special Representative. Twelve maps were included showing electoral districts, native land claims, population distribution and federal government establishments serving the NWT.
Sous-fond contains 11 audio tapes of community summaries for the Office in various languages e.g. English, French, Chipewyan, Western and Eastern Inuktitut, and Dogrib, and others. It also consists of 17 photographs depicting Hon. C.M. Drury, Special Representative to the Prime Minister for Constitutional Development in the Northwest Territories, visiting Cambridge Bay, Pangnirtung, and Spence Bay, N.W.T., from April-May 1979.
Canada. Special Representative for Constitutional Development in the Northwest Territories : In 1977, the Prime Minister appointed the Hon. Charles M. Drury as Special Representative for Constitutional Development in the North West Territories (Order in Council PC 227, 2 August 1977).
Mr. Drury was to conduct systematic consultation with leaders of the Territorial government, northern communities and native groups about measures for modifying and improving existing structures, institutions, and systems of government in the Territories, to coordinate activities concerning native land claims with a view to extending representative and effective government to all parts of the Territories, while accommodating the interests of all northern groups, particularly the Aboriginal, Inuit and Métis. In 1980, Mr Drury reported his findings to the Prime Minister, among which were recommendations for strengthening the system of local government (C M Drury, Report of the Special Representative on Constitutional Development in the North West Territories (Ottawa, Ministry of Supply and Services Canada, 1980).
