Kingston penitentiary, Canada's oldest penitentiary, opened in Portsmouth (now part of Kingston), Upper Canada, on 1 June 1835 as the Provincial Penitentiary for Upper Canada. This institution was designated for the incarceration of prisoners of both Upper Canada (Canada West) and Lower Canada (Canada East) by the Act of Union of 1840. In 1867, the Government of Canada became responsible for the maintenance and management of the Provincial Penitentiary at Kingston by virtue of Section 91 of the BNA Act. The penitentiary was authorized to receive offenders sentenced to terms of more than two years from Ontario and Quebec and came under the jurisdiction of the Department of Justice. Since 1966 federal penitentiaries have been part of the Canadian Penitentiary Service (now Correctional Service Canada) and are administered by the Solicitor General of Canada. The Correctional Service is responsible for the custody of inmates, their health care, education, training and employment. It also provides inmate counselling and personal development programs and supervises parolees.
This material consists of Warden Letterbooks, Warden Daily Journals, Inspector letterbooks, Convicts Biographical Registers, Punishment Books, Medical Registers (which includes information on diet and prescriptions and hospital records), Remission and Discharge Registers, Stock and other business records, Work and Industry registers, Chaplains Registers, records of the Criminally Insane and related records.
