Parsons, Robert Mann, 1829-1897 : Captain Robert Mann Parsons (fl. 1846-1859), engineer and military artist, was sent to British Columbia Summer 1858 by Colonial Secretary of State, Sir Edward B. Lytton to build New Westminster. Parsons was commander of the first detachment of the Royal Engineers for British Columbia. Although many of the engineers stayed in B.C., Parsons returned to England in 1863.
