Following the CG of 24 January [1820; see Acta 046], the addressee is asked to approve the following decisions: [1] as the English government is opposed to the erection of the archbishopric of Québec, Plessis, the current bp. of Québec, is to be allowed for the time being not to use the new title; [2] that two vicars general, auxiliary and suffragan bp.s of the abp. of Québec, be appointed. They are Lartigue, a Canadian priest, with jurisdiction over the district of Montréal (200,000 Catholics), and Provencher, a Canadian priest, with jurisdiction over the North, to Hudson Bay and James Bay. They join forces with the two other vicars general, auxiliary and suffragan bp.s who enjoy jurisdiction over Upper Canada [A. McDonell] and New Brunswick, Iles-de-la-Madeleine and Prince Edward Island [A.B. MacEachern].
In case of vacancy of the diocese of Québec none of them can be removed; [3] Cape Breton [Island] is to be attached to MacEachern's jurisdiction; [4] Anticosti and the Labrador coast are to be attached to the jurisdiction of the vicar apostolic in Newfoundland, Scallan; [5] [this last item in the agenda deals with Ireland only].
