Series consists of submissions to the Executive Council on state business as well as contemporary registers and indexes. Included in the submissions themselves are letters, petitions, reports, memoranda and other documents concerning state business submitted from both private citizens and government offices to the Executive Council for its consideration, report and approval, 1841-1867. These records form the documentary background for the minutes of council and the orders-in-council, records which are found elsewhere within this fonds in the State Minute Books of the Executive Council series and the Orders-in-Council of the Executive Council series, respectively. Arrangement of the submissions is chronological, according to the date on which the question was decided in Council. This parallels the arrangement for the orders-in-council, which record the decision itself. While this series contains submissions on state matters, it should be noted that the distinction between "land" and "state" matters may be a fine one, readily confused in such cases as Indian lands. Questions perceived as involving policy or precedent would likely have been classified as "state" while questions perceived as involving routine practice would likely have been classified as "land." The border between policy and practice appears to have been somewhat uncertain. For land submissions, see the Land Submissions to the Executive Council series. The contemporary registers and indexes included in the series (vols. 72-93) served as a means for control and retrieval of the records by the staff of the Executive Council Office. No register for the period prior to January 1843 has been located. It is important to note that the registers and indexes refer not only to state submissions but also to land submissions (records found in the Land Submissions to the Executive Council series), put-by submissions (records found in the "Put By" Submissions to the Executive Council series), and orders-in-council (records found in the Orders-in-Council of the Executive Council series), all found elsewhere within this fonds. As the submissions are arranged by date of decision in Council, however, it is possible to by-pass the indexes and registers and use the list provided in the CAB RG 1 Shelf List to identify the volumes relevant to a specific date. The date is the key to tracing a matter amongst the submissions, the minutes, and the orders.

Textual records (Paper) For the single volume formerly linked to former series RG 1, series L7, the CAB RG 1 Shelf List (see RG 1, L7 section) provides volume title and inclusive dates. For the remainder of the records in this series, the Shelf List serves as a finding aid. It is a typed volume-level description. CAB RG 1 Shelf List (90: Open)Textual records (Paper) For the submissions themselves (vols. 1-71), the Shelf List correlates volume number to date. For the registers and indexes (vols. 72-93), the Shelf List indicates subject (i.e., whether the register and index relate to land or state matters), year, range of file numbers registered in the volume, page numbers, an indication of location of the index within the volume, and corresponding microfilm reel numbers. The CAB RG 1 Shelf List (E7 section) also provides instructions on how to use the indexes and registers to locate submissions. CAB RG 1 Shelf List (90: Open)Textual records (Paper) The inter-relationships amongst the series in this fonds are such that a finding aid describing one series may also provide a degree of access to other series. Thus, the annual indexes and registers of submissions in the present series must be consulted year by year but offer access by date as well as names and subjects to not only the present series but also the State Minute Books of the Executive Council series, the Despatches Referred to the Executive Council series, and the Orders-in-Council of the Executive Council series. Registers and indexes (90: Open)Textual records (Paper) They also provide a degree of access to the 'Put By' Submissions to the Executive Council series. Land submissions referred to in the registers are located in the Land Submissions to the Executive Council series (although a nominal card index now exists as a finding aid for that series in addition to the registers found here). The numerical sequence used in the registers cannot be used like the "PC" numbers for post-Confederation orders-in-council and related records. Registers and indexes (90: Open)Textual records (Paper) The documents must be sought by the date on which the submission received a decision in Council, or was considered and "put by." Despatches referred to Council should be sought in the Despatches Referred to the Executive Council series, rather than with the regular submissions in the present series. Indexing was not standardized and may seem not merely irregular but irrational. Registers and indexes (90: Open)Textual records (Paper) A question of Military Reserves in Toronto could be indexed under M, R, or T, as well as O for Ordnance Lands, or under the names of prominent officials involved in the case. The choice on one occasion is not a reliable guide to what the choice might be on the next; researchers must search widely and imaginatively. Entries in the registers are neither complete nor consistent, such that it may not be immediately apparent whether the desired submission will be found in the present series, in the Despatches Referred to the Executive Council series, or in the "Put By" Submissions to the Executive Council series. Registers and indexes (90: Open)Textual records (Paper) As no register for the period prior to January 1843 has been located, the only guide to the submissions for that period is the state minute books (see State Minute Books of the Executive Council series, vols. 61-62). - The contents and arrangement of both the present series and the Orders-in-Council of the Executive Council series were reviewed in 1983-1985 in preparation for microfilming and errors in filing were corrected wherever possible. In addition, in the course of the most recent intellectual arrangement exercise (2002-2003), the contents of a single volume which had heretofore been linked to another series (formerly series L7, vol. 101A) were determined to properly belong with the present series. Note also that documents formerly found in vols. 71 and 71A were transferred in 1977 to the Rough and Draft Minutes and Reports of the Executive Council series.

The submissions to Council on state business have not all survived in the present series. Two classes of submissions are found in other series within this fonds. Documents submitted to Council but not decided upon were "put by" and can generally be located in the "Put By" Submissions to the Executive Council series. The despatches found in the Despatches Referred to the Executive Council series are also, effectively, submissions to Council. Moreover, there were numerous submissions returned to the office of origin so that the activities they proposed could be undertaken pursuant to the authority provided by the relevant order-in-council. Such submissions will be found among the records of the office of origin - most notably in the Numbered Correspondence Files of the Provincial Secretary's Office, Canada East series of the Records of the Civil and Provincial Secretaries, Quebec, Lower Canada and Canada East fonds (RG 4, series C1); in the Numbered Correspondence Files of the Provincial Secretary's Office, Canada West series of the Records of the Civil and Provincial Secretaries, Upper Canada and Canada West fonds (RG 5, series C1); in the Department of Public Works fonds (R182, formerly RG 11); in the Department of Agriculture fonds (R194, formerly RG 17); or with the Indian and Inuit Affairs Program sous-fonds (R216, formerly RG 10). Some maps not presently located with the submissions can be located in the holdings of the Cartographical and Architectural Archives Section but many appear to have been either referred elsewhere or lost. Other related series found elsewhere within this fonds, in addition to those which are related by virtue of the fact that their contents are referenced by the registers and indexes in vols,. 72-93, include: the Submissions to the Executive Council relating to the Audit of Provincial Public Accounts; and the Rough and Draft Minutes and Reports of the Executive Council.

Other records in this series have already been filmed, in order to protect the fragile originals, and the originals withdrawn from circulation. The microfilm copy of those records must be used for consultation and copying rather than the originals.
