Sub-series consists of unnumbered, crudely organized reference files containing copies of correspondence, notes, press clippings, publications, and offprints, dated 1941-1961 and n.d. The files document the monitoring, translation and reporting activities of Kaye and his staff in the Editorial Section of the Nationalities Branch of the Department of National War Services, the Liaison Division within the Citizenship Branch of the Dept. of the Secretary of State, and finally in the Canadian Citizenship Branch of the Dept. of Citizenship and Immigration. They include correspondence with ethnic journalists, spokesmen, cultural figures, and outside experts; liaison with the Departments of Labour and External Affairs; and reference material on the political attitudes of specific ethnic/national groups, organizations, periodicals and individuals, both in wartime and during the Gouzenko affair of 1946-1947.
Canada. Dept. of Citizenship and Immigration. Liaison Division : After a period of relative inaction from 1943 to 1945, the Editorial Section (called a Division in some sources) of the Nationalities Branch of the Department of National War Services was transferred to the Secretary of State as part of the new Citizenship Branch in 1945. From 1945 to 1950 the Section was a part of the Liaison Division within the Citizenship Branch of the Dept. of the Secretary of State. Then from 1950 to 1966 it was part of the Liaison Division within the Canadian Citizenship Branch of the Dept. of Citizenship and Immigration. Vladimir Kaye was reappointed Foreign Language News Writer in the Citizenship Division (later Branch) of the Department of the Secretary of State on 1 November 1946, and on 27 February 1947 became a Citizenship Officer in the same office. He retired on 30 December 1961. RG26 General Inventory
