In 1981, then Solicitor General Robert Kaplan announced that the government had decided to separate the Security Service from the RCMP and establish a civilian security-intelligence agency, as recommended by the federal Commission of Inquiry into the RCMP (McDonald Commission). The Security Intelligence Transitional Group (SITG) was established in the fall of 1981 to plan for the creation of the Canadian Security Intelligence Service and was under the direction of the Solicitor General. The Group was instructed by the Solicitor General to plan the new agency. The group prepared a series of recommendations for the Solicitor General and the government. The Group was also responsible for drafting the legislation for the establishment of CSIS. A series of administrative and organizational projects was also undertaken by SITG. These projects addressed such matters as organizational structure, personnel management system, facilities standards, and planning.

The first 15 boxes of this accession contain subject files or case files on operations, issues, and/or individuals werte there was a distinct security interest. These files cover issues considered to be a potential threat or intelligence/security issue as of the date of creation.
