Colonial Office 5 is an artificial class which emerged from the major reorganization of records undertaken in 1908-1910 by the Public Record Office. It amounts to the state papers of the colonies and is derived essentially from the records of the Secretary of State responsible for colonies and from the Board of Trade. Devised for the records of the colonies of the first empire which severed their connection with Britain, this class was arranged into 1,450 volumes and bundles, of which the first 285 volumes dealt chiefly, though not exclusively, with military and naval matters. These volumes were arranged as follows: Board of Trade, Original Correspondence (vols. 1-2); Secretary of State, Original Correspondence (vols. 3-187); Entry Books of letters, instructions, commissions, warrants, etc. (vols. 188-272); Miscellaneous (vols. 273-285).
Apart from the first 285 volumes, the records have been classified under the names of colonies or regions, as follows: Carolina (Propriety) (vols. 286-292); North Carolina (vols. 293-357); South Carolina (vols. 358-535); Connecticut (vols. 536-539); East Florida (vols. 540-573); West Florida (vols. 574-635); Georgia (vols. 636-712); Maryland (vols. 713-750); Massachusetts (vols 751-854); New England (vols. 855-923); New Hampshire (vols. 924-969); New Jersey (vols. 970-1036); New York (vols. 1037-1232); Pennsylvania (vols. 1233-1256); Proprieties (including Bahamas, Carolina, Connecticut, Maryland, East and West New Jersey, Pennsylvania, Rhode Island) (vols. 1257-1301); Rhode Island (vols. 1302-1303); Vermont (vol. 1304); Virginia (vols. 1305-1450). This organization reflects to some degree the old Board of Trade's practice of not assigning to a colony a spearate place in the records until it had become a royal colony; consequently, a number of colonies appear under two main headings. Since the CO 5 class was not reserved exclusively for the colonies which separated from Britain, the division "Proprieties" also includes some of the records of colonies such as the Bahamas, St. Lucia and St. Vincent which were not royal colonies and therefore do also appear under separate headings.
Acquired are, firstly, transcripts and other copies, and secondly, microfilm of selected volumes consisting of original correspondence of the Secretary of State and the Board of Trade, entry books of letters, instructions, commissions and warrants, sessional papers and miscellaneous documents. The transcripts are available on microfilm reels C-12896 to C-12902 and C-13152 to C-13161. - Custodial history:
- Initially, the National Archives acquired transcripts of selected documents relating to Canada in various volumes of CO 5. The transcribers copied only those documents which were unavailable in published format until the introduction of microfilm technology in the 1950s. The specific volumes or selections of volumes acquired as transcripts do not necessarily correspond with the specific volumes of microfilmed originals. Microfilm was acquired from the 1950s to 1997.
- Arrangement note:
- As a result of the reorganization of these records between the years 1908 and 1910, the search process has been simplified but the rearrangement has obscured the origins of the documents and the process of administrative evolution. Unfortunately, the Public Record Office has not published a table of equivalents for the various records which were rearranged or transferred but C.M. Andrews ameliorated this situation somewhat by the painstaking assembly of keys printed in Guide to the Materials for American History, to 1783, in the Public Record Office of Great Britain, I (Washington: Carnegie Institution, 1912), pp. 279-307. This guide is useful for translating old references to the new system.

- Most documents in CO 5 are written in English. A small percentage of them are in the French language.
